„Support to implementation of anti-discrimination legislation and Mediation in Serbia“ - "Open Forum", Nis

Network Committee for Human Rights in Serbia, CHRIS and the Center for Advanced Legal Studies organized a two-day seminar on the topic "Raising awareness about the various forms and cases of discrimination especially for vulnerable social groups, as well as the possibilities of using ADR techniques to solve practical problems".

Seminar is part of the project: "Support to implementation of anti-discrimination legislation and Mediation in Serbia", financed by the European Union and implemented by the Ministry of Labour and Social Policy Program of the United Nations Development Programme.

In Serbia, there is no developed awareness of the concept of discrimination, especially discrimination and the rights of persons with disabilities. By adopting a general law on the prohibition of discrimination an area is made for a successful fight against discrimination in general, and finally and discrimination against people with disabilities.Law on Prevention of Discrimination against Persons with Disabilities was adopted four years ago, but has not seen widespread use because it is not represented adequately and remained unknown to the public, users and those who are supposed to apply it. Although it contains great solutions and tools for implementation and protection from discrimination, the opportunities offered are not implemented, primarily because the service and the institutions that discriminated people go to, do not recognize discrimination or are not acquainted with the possibilities of resolving these situations. Past experience shows that very often possible solutions to the problem of discrimination in the proceedings out of court, but it is necessary to inform government representatives and representatives, of the concept and forms of discrimination, in order to timely direct them to their rights and opportunities for conflict resolution, and by which way to estimate and solve particular problem, as well as users of these legal options.

It is our intention that in this seminar we from more perspectives consider the substantive issues and problems that stand in the way of the fight against all forms of discrimination. We paid special attention to practical implementation and violations of law, judicial process, discriminatory practices by state authorities, in education, health and provision of public services, as well as discriminatory practices against children and women with disabilities, as well as politically correct speech and expression when this population is in question. Also, our intention is that with this seminar representatives of institutions and organizations that are, by nature of activity, in contact with the victims of discrimination encourage recognition and understanding of the effects of ADR techniques (alternative conflict resolve)that can have in these cases.

Seminar "Raising awareness about the various forms and cases of discrimination especially vulnerable social groups, as well as the possibilities of using ADR techniques to solve practical problems" held on Wednesday 26th and Thursday, 27th May 2010th on the premises of City Hall, sreet 7th July no. 2nd starting at 10:30 hours. In this seminar were invited representatives of organizations of persons with disabilities and representatives of persons with disabilities and other discriminated groups, legal experts, judges, prosecutors, lawyers, representatives of local governments, NGOs, journalists and public figures who have studied the problem of discrimination.
